The HIAS Brown Bag Seminar is a seminar series hosted by Hitotsubashi Institute for Advanced Study (HIAS).
The seminar series aims to promote interaction between HIAS researchers, faculty members, and students university-wide.
HIAS, with its 10 research centers, will continue to strive to function as a hub to facilitate active research collaboration throughout the University.

▪️Title: “ Disaster Nation, Global Expertise: Preparing against Natural Disasters in Modern Japan, 1885-1978 ”

▪️Speaker: Julia Mariko Jacoby (Assistant Professor, HIAS)

▪️Abstract: How have the Japanese been preparing against natural disasters in the past? And how did disaster prevention (bōsai) become the responsibility of the Japanese government and an integral part of everyday life in Japan? This research explores the origins of Japan’s disaster prevention regime by focusing on scientific experts from various disciplines. These experts played a crucial role in shaping disaster prevention measures, legislation, and education, while participating in global scientific and technological developments of their time on the one hand and managing societal expectations on the other. The sense of political urgency created by natural disasters served as an argument for altering and shaping the environment in the name of disaster prevention. For the experts, generating knowledge in an environment shaped by disasters also created a scientific niche through which Japan could gain an international reputation as a nation that successfully deals with disasters.
