■題目 :「The Geopolitics of AI Governance: Shifts in the Global Paradigm, and the Role of Japan in the Future of AI」

■要旨：“The global landscape of artificial intelligence (AI) governance appears to be undergoing a fundamental shift. In the aftermath of the G7 Hiroshima Process, the vision for AI governance centered on balancing the principles of technological development, economic growth, and fundamental rights through the establishment of international cooperation standards. However, this consensus now seems to be fragmenting, as AI governance is increasingly shaped by national security interests and economic competition. Policy approaches are diverging—evident in the United States scaling back AI safety measures in pursuit of AI as a strategic asset, the European Union adjusting its regulatory approach in response to industry pressures, and other nations recalibrating strategies to align with their geopolitical and economic priorities.
This presentation will examine Japan’s “light-touch” AI governance model, which aims to balance innovation with human-centric values, positioning it as a potential middle ground between regulatory extremes. As AI governance continues to evolve amid geopolitical tensions and regulatory fragmentation, Japan’s diplomatic and strategic positioning may play a pivotal role in fostering international cooperation. By exploring Japan’s role within this shifting landscape, this presentation will explore the future trajectory of global AI governance and the prospects for regulatory cohesion amid competing national interests.”
